Statute of limitations on costumes

Dmv OK here is the thing…I think there ought to be a national Statute of Limitations on the age that a person can wear a costume. Namely…after about 12 years old. Or maybe we can stretch the limit to 18….I just do not want the person who is helping me renew my car tags to be dressed like a Harley biker or a scarecrow. I just don’t.
